EU Cosmetics Regulation Updates 2025–2026: New CMR Restrictions You Can’t Ignore

Recent updates to EU cosmetics legislation further tighten the connection between chemical hazard classification and the use of substances in cosmetic products. •Automatically bans CMR substances in cosmetics

•Adds more than 20 new CMR substances to Annex II (prohibited substances list)

•Moves several ingredients from allowed lists to banned status

Commission Regulation (EU) 2026/78

•Applies from 1 May 2026

•Updates multiple annexes: Annex II, III, IV, and V

•Further aligns cosmetic rules with updated chemical hazard classifications
